There is no single price for plumbing. A tap washer and a sewer replacement are very different jobs. This guide explains what goes into a plumbing quote, so you can compare quotes properly and avoid surprises.
What is in a plumbing price
Most quotes combine labour, materials, travel and any equipment needed. Labour reflects the time, skill and licence of the plumber. Materials are pipes, fittings, valves, taps or the appliance itself. Some jobs need special gear, such as a drain camera, jet blaster or excavator.
Why two quotes can be very different
One quote might use cheap fittings and the other might use quality brands with longer warranties. One might include making good, such as patching a wall, and the other might not. A compliance certificate is required for some work, so check that the quote covers any paperwork the job needs. Always check what is included before you compare the totals.
Time of day matters
Many plumbers charge more for emergency work at night, on weekends or on public holidays than for a booked weekday job. Rates differ between businesses, so ask for the after hours rate before you agree. If a problem is not urgent, such as a slow drip, booking a normal time can save money. If water is flooding your home, it is worth paying to get it stopped.
Access and complexity
A tap in an easy-to-reach cupboard is quick. A pipe behind tiled walls or under a slab takes longer and may need extra trades. Older homes sometimes have galvanised or lead-era pipes that are harder to work on. Your plumber should tell you about these issues once they have seen the job.
Compliance and paperwork
In Victoria, plumbing work has to meet regulations, and some jobs need a compliance certificate lodged with the regulator. The VBA says a certificate is needed for work worth $750 or more, and for certain work such as below-ground sanitary drains and gas appliance installations. Only a licensed plumber can issue the certificate, and you should receive a signed copy within five days of the work being finished. Keep it. If it does not arrive, the VBA takes complaints.
How to get a fair quote
Describe the problem clearly and send photos if you can. Ask what is included, how long the job will take, and what could change the price. Ask whether the price is fixed or an estimate. A good plumber will tell you if an issue might turn up once the wall is opened.
Avoid choosing on price alone. A quote that is far lower than the rest may leave things out, or use shortcuts that cost you later.

What to say on the phone to get a useful price
Plumbers cannot price a job they cannot picture. The more you tell them, the closer the answer. Say what is wrong, where it is, how old the house is and what you have already tried. Send photos of the fixture, the hot water unit label or the area under the sink. Say whether it is urgent, because that changes the rate and the timing.
Then ask the three questions that stop surprises. Is there a call-out or inspection charge, and does it come off the job if I go ahead? Is the price a fixed quote or an estimate? What would make the price change? A plumber who answers plainly is worth more than one who gives you the lowest number.
A few things that make a quote look cheap
Be wary of a price that does not say what is included. A low price might leave out the removal of the old unit, the compliance paperwork or the making good. A price over the phone for a job the plumber has not seen is an estimate, not a quote. A price that is much lower than every other quote might mean a short cut. None of these means the plumber is dishonest, but they are reasons to ask questions.
A good quote lists what is included, what is not, and what could change the price. Keep a copy.
Questions worth asking before you book
Is the plumber licensed? Is the price fixed or an estimate? What is included? How long will it take? Is there a warranty on workmanship? Will you lodge the compliance certificate if one is needed? A plumber who answers these plainly is a good sign.
Why very cheap work can cost more
Cheap quotes sometimes leave out parts, use poor materials or skip the paperwork. If a repair fails or fails inspection, you pay again. A fair price for good work is better value over time.
Call-out fees, quotes and after hours rates
A call-out fee covers the plumber travelling to you and looking at the problem. Many plumbers charge one, some do not, and some take it off the final bill if you go ahead. It varies, so ask before you book. Ask three things: is there a call-out fee, what does it cover, and does it come off the job price?
After hours and public holiday work usually costs more. Ask for the after hours rate before the plumber leaves for your place. A plumber who tells you upfront is easier to deal with than one who surprises you at the end.
A quote is a price for the work the plumber can see. If a drain is cleared and the camera finds a broken pipe, or a wall is opened and the pipe behind it is rusted, the job can change. Ask the plumber to stop and explain before they carry on, and ask for any extra work in writing.
